Why do they make no decision and then as soon as the ref does suddenly put their flag up as if they did?

Ballers,
It's generally about the Referee's pre match instructions.
Some Refs tell you to Referee your quarter, if you see a foul give it. Others say for you to follow them. One retired Referee of a public school persuasion had the following as part of his pre match (when referring to throw ins) If the ball goes out of play on your line put your flag up and I'll tell you which way to point so follow me.
There seems at the level above the Parks to be a big thing at present about credibility hence increasing numbers of Ref's wanting you to follow them into a decision.
Myself I follow the first school of thought, my Assistant is a qualified Ref so why should I dictate to him or her what he or she has seen.

Maybe Ballers should be a Linesperson for the staff v supporters game so he could understand the officials better.
