Who decides on the team of the season?

I see from the Evo-Stik webpage that the POY nominations are originally generated by fans and this is then narrowed down and voted on by the ' Northern Premier League group administrators' (whoever they may be). Is it the same for Team of the season?

Team of the season is voted for by managers of the member clubs, I think.
